Change without rushing into the unknown
The focus for the police service set out by the government is clear: Reduce crime and anti-social behaviour whilst delivering efficiency savings. HMIC, in its 'Adapting to Austerity' report, believes that the level of savings required will require forces to be smarter about how they use their front line resources if these twin goals are to be achieved. Many forces are already considering significant re-structuring and changes to their Force Operating Models in response.
Our evidence based approach is proven across the emergency services and has underpinned change that has delivered £millions of cashable savings. It combines our clients' professional judgement with analysis from a suite of predictive modelling tools which can accurately determine the outcome from proposed changes prior to their implementation.
RAMP - our Resource Allocation Model for Police provides a top down approach to evaluating alternative Force Operating Models that maybe under consideration. For example, it can determine the mix of response, neighbourhood and investigative resources required to cope with incident, crime and proactive workload. Where imbalances compared to budget are identified, changes to the service delivered, process or allocation of resource can be made until a feasible solution is found.
Once the framework for the Force Operating Model has been determined, more detailed analysis can be undertaken, where required, to refine operating practices and develop shift patterns that are aligned to demand. Typically this will be in the areas where timely response is such as dealing with incidents.
We can determine the optimal 'resource profile', i.e. the required number of officers needed each hour 24/7. This method takes into account definitions for minimum, sustainable and desired crewing levels. It is the input into the XIMES software which produces working time compliant shift patterns and rosters that meet as closely as possible the optimal profle.
